Rule 67
Cost estimation of other services

(1) The cost estimate of other services shall be prepared in accordance with this rule subject to rule 63.
(2) In order to prepare the cost estimate for the rental of vehicles, machinery tools, equipment or goods, the head of the local body concerned shall constitute a committee of at most three skilled technicians related to such vehicles, tools, equipment or goods. If there is no such technical manpower in such an agency, technicians from other public agencies can be included.
(3) The committee as per sub-rule (2) while preparing the cost estimate of the rent shall prepare the cost estimate by considering the following matters:-
(a) the description, specification, condition and age of the vehicle, machinery, equipment or goods required for hire,
(b) Prevailing Market Rate,
(c) Term of Tenancy,
(d) Price and consumption of fuel,
(e) Other matters deemed appropriate by the committee under sub-rule (2).
(4) When preparing the cost estimate for transportation, in the case of district-level local bodies, the cost estimate should be prepared based on the rate determined by the rate determination committee of the respective district and in the absence of such rate, based on the prevailing market rate.
(5) If there is an expert or skilled employee in the relevant body for the maintenance of any goods, and if there is no such employee, the person, firm, company or organization doing such work shall prepare a cost estimate by completing the process of this regulation.
(6) When preparing the cost estimate related to house rent and service contract, the prevailing market rate and if the Public Procurement Monitoring Office has issued a related number, the approximate cost estimate should be prepared according to that number.
